How to Maximize Two Parks Without Express Pass

If you’ve ever looked at all Universal Orlando has to offer and thought, “What do I do first?”  you’re not alone. Between Universal Studios Florida and Islands of Adventure, there’s a ton to see and do. When you don’t have Express Pass, you need to plan and prioritize to make sure you get to do everything you want.

We’ve built this 2 day touring plan specifically for families and thrill seekers who want to maximize their park-to-park ticket and didn’t purchase Express Pass. And maybe to learn exactly why it might be worth it for your next trip.

First Things First: What You’ll Need

Tickets

To follow this plan, you’ll need a 2-Day Park-to-Park Ticket. This lets you ride the Hogwarts Express between parks (which you absolutely want to do).

Where You Stay Matters

Guests staying at Universal Orlando hotels get Early Park Admission, which is a huge perk. That gives you an extra 30 minutes in the morning at one of the parks which could mean the difference between walking onto Hagrid’s or waiting two hours. If you stay at a Premier level hotel (Loews Royal Pacific, Hard Rock Hotel, or Portofino Bay), Express Pass Unlimited for both of these parks is included with your stay. Express Pass is not included for Epic Universe. That can save you hundreds of minutes (and dollars) a day, so even though this plan is designed without Express, but you would be able to complete even more with it.

When to Go

For lower crowds and more relaxed days, avoid Spring Break (March–April), Halloween Horror Nights (September–October), and the major holidays.
The best times to visit?

  • Mid-January to early March
  • Late April to early June
  • Late August through early October

Day One – Start in Universal Studios Florida

Arrive at least 60 minutes before official opening.

  • Head straight to Diagon Alley and ride Harry Potter and the Escape from Gringotts first.
  • Despicable Me: Minion Mayhem – skip if posted over 40 min.
  • Villain-Con Minion Blast – this attraction uses a moving walkway and waits stay relatively low
  • Transformers: The Ride 3D — nearby, keeps your route efficient.
  • Revenge of the Mummy — use Single Rider here to saves ~30 minutes.

Optional fillers if they’re on your list and nearby:

  • Race Through New York Starring Jimmy Fallon
  • Fast & Furious: Supercharged

Now that you’ve looped back toward the rear of the park…

  • Check Hogwarts Express (King’s Cross) wait time.
    • If under 30 minutes, ride it now and transfer to Islands of Adventure.
    • If over 30 minutes, stay for lunch at Leaky Cauldron and walk between parks afterward

Lunch Options

  • Leaky Cauldron (inside Diagon Alley)
  • If hopping early, Three Broomsticks in IOA is the perfect next-stop meal and grab a butterbeer.

 Afternoon in Islands of Adventure

  • If you walked over, hang a left toward Marvel Super Hero Island. If you were able to ride the train, migrate to the front of the park.
  • The Incredible Hulk Coaster — single Rider here again, if you can.
  • The Amazing Adventures of Spider-Man
  • Continue clockwise to Toon Lagoon — hit Dudley Do-Right’s Ripsaw Falls or Popeye & Bluto’s Bilge-Rat Barges if you need a cooldown. (You WILL get wet.)
  • Move into Skull Island: Reign of Kong – moderate wait times in the late afternoon.
  • Check VelociCoaster wait; if under 45 minutes, ride it now. Typically, this one drops in wait time late afternoon as well.

Evening

  • Wrap up with dinner or snacks in Hogsmeade.
  • Catch the Nighttime Lights at Hogwarts Castle show before park close (usually runs every 20–30 minutes after dark).
  • Optional encore: CityWalk drinks or Toothsome Chocolate Emporium milkshakes.

Day Two Start in Islands of Adventure

Early Morning

Arrive 60 minutes before Early Park Admission

  • Upon entry, hang RIGHT through Seuss Landing and on to Hogsmeade
  • Go directly to Hagrid’s Magical Creatures Motorbike Adventure
  • Follow with:
    • Harry Potter and the Forbidden Journey
    • Flight of the Hippogriff (can skip)
  • Check wait for Hogwarts Express back to Universal Studios Florida (ride both directions — it’s a different show!). The train typically has a lower wait in the morning. If this is a priority for you, ride it early!
  • If it’s over 30 minutes, stay in IOA a bit longer. Grab food at Three Broomsticks before heading over if you didn’t yesterday.

Back in USF, hit whatever you missed yesterday:

  • Trolls Trollercoaster (new DreamWorks family coaster)
  • Men in Black Alien Attack
  • The Simpsons Rides and games (wait times typically drop around lunchtime)
  • E.T. Adventure – both lines open at noon and waits tend to be low
  • Any shows you may want to catch – Animal Actors, Bourne Stuntacular, or DreamWorks Imagination Celebration.

Afternoon / Evening

  • Park-hop back to IOA for re-rides or Seuss Landing if you skipped it.
  • Catch any favorites again – VelociCoaster, Spider-Man, or Hagrid’s if delays canceled your first run.
  • Finish with an easy dinner and the Castle show one more time (because it hits harder the second night).

Single Rider Lines: Your Secret Weapon

If you’re skipping Express, use these to cut your waits dramatically:

  • Revenge of the Mummy
  • Men in Black: Alien Attack
  • Harry Potter and the Forbidden Journey
  • The Incredible Hulk Coaster
  • VelociCoaster

You will ride separately from your party, but for thrill rides, it’s worth it.

Pro Tips for Non-Express Guests

  • Use the Universal App: Check wait times, use mobile food ordering, and track showtimes throughout the day.
  • Know Your Priorities: Without Express, you won’t do it all. Focus on what your family will love most.

So… Do you need Express Pass?

In short: Not necessarily, but it is worth the cost.
If you’re visiting during a busy season, traveling with kids, or want a relaxed experience, Express Pass saves hours of waiting and makes your trip feel effortless.

But if you’re an early riser, love strategy, and don’t mind skipping a few attractions, you can absolutely enjoy Universal without it.

Travel Agent Tip:

Even if you aren’t staying at a Universal Orlando Resort Hotel, if you book a multi-day ticket through a Travel Advisor, you will still receive the perk of Early Entry!
